The Papal (or Apostolic) Blessing Office is inside the Vatican City on the right as you enter the Sant'Anna Gate on Rome's Via di Porta Angelica, to the right of the colonnade as you are facing St Peter's. The Swiss Guards on duty at the Gate can help with directions.

It can take a week or two to process papal blessings, but the office will arrange for mailing if required (postage additional). Costs vary according to the size and quality of the blessing parchment.
